Japan mobe operators muscle in on NFC tap-cash

Japan's three dominant mobile operators ? DoCoMo, KDDI and Softbank ? have banded together to ensure customers can transition from the proprietary FeliCa to the standard NFC payments.

The move apes that of operators around the world, who have realised that if they're going to prevent Google ? and perhaps Apple ? from dominating mobile payments, then they're going to have to provide cross-operator standards for companies interested in developing NFC applications.

US operators call their consortium ISIS, while the UK operators are still trying to come up with a moniker, the Japanese have settled on "Japan Mobile NFC Consortium".

So when a bank decides to deploy a phone-based version of its credit card it only has to create one app which can then be distributed to any network operator, just as Japanese banks can already do with the FeliCa, only compatible with the growing Near Field Communications standard.

Google is already handling application distribution to its (NFC) Android handsets, supporting applications from Visa and MasterCard in its Google Wallet though so far only Google itself, and Citibank, have created suitable applications.

FeliCa is still worthy of attention, as it already supports a range of other applications which are likely to find their way into the NFC ecosystem - airline boarding passes and loyalty schemes. These are the application from which operators hope to make money, having largely given up trying to collect a percentage of every transaction. ?

Payroll tax deadlock ends as House caves (AP)

WASHINGTON ? House Republicans on Thursday caved to demands by President Barack Obama, congressional Democrats and fellow Republicans for a short-term renewal of payroll tax cuts for all workers. The breakthrough almost certainly spares workers an average $20 a week tax increase Jan. 1.

After days of wrangling that even Speaker John Boehner acknowledged "may not have been politically the smartest thing in the world," the Ohio Republican abruptly changed course and dropped demands for immediate holiday season talks with the Senate on a full-year measure that all sides said they want. Senate leaders had insisted on the two-month extension to buy time for talks next year.

The House and Senate plan to act on the two-month extension Friday.

House Republicans were under fire from their constituents and GOP establishment figures incensed that they would risk losing the tax cut issue to Democrats at the dawn of the 2012 presidential and congressional election year. House GOP arguments about the legislative process and the "uncertainty" a two-month extension would mean for business were unpersuasive.

"In the end House Republicans felt like they were reenacting the Alamo, with no reinforcements and our friends shooting at us," said Rep. Kevin Brady, R-Texas.

The compromise legislation would renew the tax break through Feb. 29, along with jobless benefits and a "fix" to prevent doctors from absorbing a big cut in Medicare payments. Its $33 billion cost would be covered by an increased fee on mortgages backed by Fannie Mae, and Freddie Mac.

The developments were a clear win for Obama. The payroll tax cut was the centerpiece of his three-month campaign-style drive for jobs legislation that seems to have contributed to an uptick in his poll numbers ? and taken a toll on those of congressional Republicans.

"Because of this agreement, every working American will keep his or her tax cut - about $1,000 for the average family," Obama said in a statement. "That's about $40 in every paycheck. And when Congress returns, I urge them to keep working to reach an agreement that will extend this tax cut and unemployment insurance for all of 2012 without drama or delay."

If the cuts had expired as scheduled, 160 million workers would have seen a 2 percentage point increase in their Social Security taxes. And up to 2 million people without jobs for six months would start losing unemployment benefits averaging $300 a week.

The GOP retreat ends a tense standoff in which Boehner's House Republicans came under great pressure to agree to the short-term extension passed by the Senate on Saturday. The speaker was initially open to the idea, but rank-and-file Republicans revolted, and the House instead insisted on immediate talks on the year-long measure passed by the House, which contains curbs to unemployment insurance and other ideas backed by conservatives ? as well as deeper spending cuts to pay for the full-year cost.

After Senate leaders tried but failed to match the House's goal for a full-year pact, the chamber on Saturday instead gave sweeping approval for the two-month extension of the payroll tax cut, jobless benefits and doctors' Medicare fees that otherwise would have been cut 27 percent. The House had just days before passed a full-year extension that included a series of conservative policy prescriptions unpalatable to Obama and congressional Democrats.

Obama, Republicans and congressional Democrats all said they preferred a one-year extension but the politics of achieving that eluded them. All pledged to start working on that in January.

"Has this place become so dysfunctional that even when we agree to things we can't do it?" Obama asked. "Enough is enough.".

The top Senate Republican, Mitch McConnell of Kentucky, was a driving force behind Thursday's agreement, imploring Boehner to accept the deal that McConnell and Senate Democratic Leader Harry Reid had struck last week and passed with overwhelming support in both parties.

"There remain important differences between the parties on how to implement these policies, and it is critical that we protect middle-class families from a tax increase while we work them out," Reid said after Boehner's announcement.

The breakthrough emerged as a firewall erected by tea party-backed House Republicans crumbled Thursday.

"I don't think that my constituents should have a tax increase because of Washington's dysfunction," said freshman Rep. Sean Duffy, R-Wis.

The Republican establishment, too, put new pressure on House Republicans to compromise.

The 2008 GOP presidential nominee, John McCain, former Bush administration confidant Karl Rove and The Wall Street Journal editorial page were among conservative voices urging House Republicans to retreat.

Just hours before he announced the breakthrough, Boehner had made the case for a year-long extension. But on a brief late afternoon conference call, he informed his colleagues it was time to yield.

"He said that as your leader, you've in effect asked me to make decisions easy and difficult and I'm making my decision right now," said Rep. Jack Kingston, R-Ga., paraphrasing Boehner's comments.

Kingston said the conference call lasted just minutes and Boehner did not give anyone time to respond.

There was still carping among tea party freshmen upset that GOP leaders had yielded.

"Even though there is plenty of evidence this is a bad deal for America ... the House has caved yet again to the president and Senate Democrats," said Rep. Tim Huelskamp, R-Kan. "We were sent here with a clear set of instructions from the American people to put an end to business as usual in Washington, yet here we are being asked to sign off on yet another gimmick."

Almost forgotten in the firestorm is that McConnell and Boehner had extracted a major victory last week, winning a provision that would require Obama to make a swift decision on whether to approve construction of the Keystone XL oil pipeline, which would bring Canadian oil to the U.S. and create thousands of construction jobs. To block the pipeline, Obama would have to declare that is not in the nation's interest.

Obama wanted to put the decision off until after the 2012 election.

House Republicans did win one concession in addition to a promise that Senate Democrats would name negotiators on the one-year House measure: a provision to ease concerns that the 60-day extension would be hard for payroll processing companies to implement.

Witnesses testify in Bradley Manning Wikileaks case (Reuters)

FORT MEADE, Maryland (Reuters) ? Bradley Manning, the suspected source of the largest leak of classified U.S. documents in history, spent his 24th birthday in military court on Saturday listening to investigators detail how they pieced together the case against him.

Manning was a U.S. Army intelligence analyst in Iraq when he is alleged to have illegally downloaded massive data files from the military's classified network and became a source for anti-secrecy website WikiLeaks.

U.S. officials say WikiLeak's successive data dumps last year, including sensitive diplomatic cables, endangered national security and Manning faces charges including aiding the enemy which could send him to prison for life.

Manning, wearing military fatigues and dark-rimmed glasses, was led into courtroom at Fort Meade, Maryland, uncuffed on the second-day of pre-trial hearings. He listened intently as prosecutors attempted to show they had enough evidence to go to trial under a general court marshall.

That evidence included chat logs in which Manning appears to disclose his activities to former hacker Adrian Lamo, who turned the intelligence analyst in to authorities, triggering the U.S. military investigation in May, 2010.

In Internet chats with Lamo, Manning said he would bring in CDs and load them with downloaded data from the military's Secret Internet Protocol Router Network, known as SIPRNet, Lamo told Reuters in a previous interview.

The prosecution is seeking a general court martial on 22 criminal charges.

If convicted of all counts, Manning would face a maximum punishment of life imprisonment, reduction in rank to the lowest enlisted pay grade, forfeiture of all pay and allowances and a dishonorable discharge, the Army says.

Searches of Manning's belongings turned up multiple instances in which classified information was improperly transferred to portable storage devices, including an SD memory card found through a search of Manning's belongings in the basement of his aunt's home in Potomac, Maryland.

One of the items found among his belongings was a copy of a gunsight video that showed a 2007 helicopter attack that killed a dozen people in Iraq, including two Reuters journalists. The video was released publicly by WikiLeaks last year.

The prosecution did not present that video as evidence but one witness directly blamed Manning for its broad release.

MENTAL, EMOTIONAL ISSUES

"Now over 5 million people have viewed it and the 5 million -- or 5 billion, whatever the number is -- they're all unauthorized individuals," Special Agent Toni Graham, with the Army Criminal Investigation Division of the Military Police, said, testifying remotely by telephone.

Manning's defense attorneys since the start of proceedings have raised questions about the classification of evidence Manning is alleged to have leaked. On Saturday, they asked about the gunsight video.

They also drew attention to concerns about Manning's mental state, including his struggle with homosexuality. At the time the files were leaked, being openly gay was prohibited in the U.S. military, a ban it ended earlier this year.

Graham confirmed she had found a folder with printed materials related to gender identity, but disregarded them as irrelevant to the investigation.

"We already knew that Pfc Manning was a homosexual. ... We knew he was interested in those topics," she said, adding that he had a "very limited" number of friends.

Manning was quiet during Saturday's proceedings, occasionally taking notes or twirling a pen in his hands. He sometimes turned to speak softly to his attorneys but did not address the court.

In his Web chats with Lamo, Manning appeared to acknowledge giving materials to WikiLeaks founder Julian Assange.

He wrote to Lamo: "I'm a high profile source ... and I've developed a relationship with Assange," according to details of the chats confirmed by Lamo to Reuters.

The Justice Department is investigating Assange and one of his attorneys, Jennifer Robinson, was in the courtroom Saturday.

Assange is in Britain fighting extradition to Sweden over accusations of rape and sexual assault made by two female former WikiLeaks volunteers in August 2010. Britain's Supreme Court said on Friday it had granted permission for Assange to appeal his case.

Bradley Manning: WikiLeaks Suspect's Status As Gay Soldier Is Key To Defense

FORT MEADE, Md. -- Lawyers for the Army private charged in the biggest leak of classified information in U.S. history say he was influenced by his struggles with being a gay soldier as protesters rallied this weekend in his support on both coasts.

The military hearing continued Sunday to determine whether Pfc. Bradley Manning will stand trial at a court-martial for allegedly slipping a trove of government secrets to the anti-secrecy website WikiLeaks while working as an intelligence analyst in Iraq in 2009 and 2010. The release included Iraq and Afghanistan war logs, State Department cables and a military video of a 2007 American helicopter attack in Iraq that killed 11 men.

The Obama administration says the released information has threatened valuable military and diplomatic sources and strained America's relations with other governments. Manning's lawyers counter that much of the information that was classified by the Pentagon posed no risk.

The hearing began Friday at Fort Meade outside Washington and could run several more days. The Army says it may take several more weeks for the commander of the Military District off Washington to decide whether Manning will be court-martialed.

Maj. Gen. Michael Linnington may choose other courses, including administrative punishment or dismissal of the 22 counts against him, including aiding the enemy. He also could add more charges based on evidence produced at the hearing.

Manning, who turned 24 Saturday, could face life in prison if convicted.

More than 100 people gathered outside Fort Meade for a march in support of Manning Saturday, some holding signs declaring "Americans have the right to know. Free Bradley Manning" and "Blowing the whistle on war crimes is not a crime." In San Francisco, hundreds marched through downtown Saturday, chanting "Free Bradley Manning" and holding up signs demanding his release.

"Bradley Manning is my hero," said Scott Olsen, the Marine Corps veteran who was badly injured during a clash between police and Occupy Oakland protests in October and briefly addressed the crowd.

Gwen Winter, 69, of Oakland, carried a sign that said, "Bradley Manning working class hero."

"It's not only his right, it's his duty to expose war crimes," she said of Manning. "That's his duty to reveal the truth."

Among the first issues to arise during weekend testimony was whether Manning's sexual orientation is relevant to the case against him. His attorneys maintained that his status as a homosexual in the military before the repeal of "don't ask, don't tell" contributed to mental and emotional problems that should have barred him from having access to sensitive material.

The defense revealed that Manning had written to one of his supervisors in Baghdad before his arrest, saying he was suffering from gender-identity disorder. He included a picture of himself dressed as a woman and talked about how it was affecting his ability to do his job and even think clearly.

Maj. Matthew Kemkes, one of Manning's lawyers, asked Special Agent Toni Graham, an Army criminal investigator, whether she had talked to people who believed Manning was gay or found evidence among his belongings relating to gender-identity disorder. The condition often is described as a mental diagnosis in which people believe they were born the wrong sex.

Graham said such questions were irrelevant to the investigation.

"We already knew before we arrived that Pfc. Manning was a homosexual," Graham said.

Prosecutors objected several times to the questions. Kemkes responded that if the government can argue that Manning intended to leak secrets, "what is going on in my client's mind is very important."

During cross-examination of Treasury Department Special Agent Troy Bettencourt, who investigated the case, defense attorney Capt. Paul Bouchard asked if he believed Manning's military leaders failed him, given his behavior such as overturning a table and throwing a chair in episodes of rage.

Bettencourt said that in hindsight, "I would like to think that had I been in the chain of command, I would have maybe done things differently. I would have been aware of everything we now know to prevent him from deploying ? but that is with the benefit of hindsight."

Prosecutor Capt. Joe Morrow quickly asked Bettencourt if he believes people who have signed nondisclosure agreements, like Manning, "have an individual responsibility to safeguard classified information." Bettencourt replied, "Yes."

Special Agent Mark Mander, an Army computer crimes investigator, testified Saturday that he found an SD memory card containing classified information in a box of items belonging to Manning that was stored at his aunt Debra Van Alstyne's house in Potomac, Md. Mander didn't say what classified information was on the card.

One of Manning's commanders in Baghdad, Capt. Steven Lim, said Manning should have had his security clearance suspended because of his problems. Lim said the outbursts occurred before he arrived, and that when he learned of them after Manning's arrest, he was shocked. Lim said he was also unaware that Manning believed he was suffering from gender-identity disorder.

Manning's appearances over the last two days in the Fort Meade courtroom marked the first time he has been seen in public after 19 months in detention. The Oklahoma native comes to court in Army camouflage fatigues and wearing dark-rimmed glasses. Manning sat calmly in the courtroom Saturday without appearing to react to the testimony, even when centered on his troubled mental state and homosexuality. Manning listened intently and regularly took notes.

The case has spawned an international support network of people who believe the U.S. government has gone too far in seeking to punish Manning.

Tipping in tough times: What you need to know

According to a survey, 39 percent of childcare providers and 47 percent of housekeepers do not expect cash or a gift this year.

When my father died nearly a decade ago, one of the sanitation workers who served our Queens, N.Y., neighborhood cried when he heard about his death.?

For years, my dad had been a generous tipper around the holidays, especially when it came to the trash guys, spreading the joy with crisp $50 bills and bottles of Johnnie Walker Red Label.?

Showing appreciation for hard work is the reason many of us give when it comes to holiday gratuities for service that rarely gets a thank you any other time of year. But during tough economic times, the practice has come under increasing scrutiny.?

We all understand that certain employees need tips to survive financially, including waiters and waitresses who get paid less with the idea gratuities will more than make up the difference. But with so many people struggling to make ends meet given years of stagnant wage growth ? if they have a job at all ? the mentality has become, ?hey, they?ve got a job, why do they need a holiday handout???

?You can tip yourself into the poor house,? said Carole Townsend, author of ?Southern Fried White Trash,? who has noticed more and more people bypassing tips this holiday season because of budget constraints and wondering why cash tips are even necessary.?

?I?m hearing that people are going out of their way to make things, like a tin of cookies for the nail lady, or a box of fudge for the mailman,? she explained. ?They can?t afford it. Everyone is holding everything so close now money wise, even people you?d think really don?t need to.??

Indeed, even many of the typical tip beneficiaries, including everyone from baby sitters to maids, don?t expect that much holiday cheer this season. According to a survey by SitterCity 39 percent of childcare providers and 47 percent of housekeepers do not expect cash or a gift this year.?

But that doesn?t mean they wouldn?t appreciate some cash. Among childcare providers polled 34 percent would like cash, if they get a gift at all, while only 4 percent would like a handmade gift. And 28 percent of housekeepers wouldn?t mind some dough, compared to 3 percent who want their bosses? creations.?

Everyone realizes times are tough, but bypassing tips for those you really depend on throughout the year may not be a great idea.?

Even though Townsend doesn?t tip garbage collectors or postal workers that serve her area, there?s one person she suggested people never forget. ?If you have a good hairdresser you have to do what ever you can to make them happy,? stressed Townsend. ?Mine is a miracle worker.??

Clearly, no one wants a bad haircut, but can holiday tips really guarantee good service in the future??

Etiquette expert Mary Mitchell thinks so.

?Tip really means to ensure prompt payment,? said Mitchell, author of ?The Complete Idiot?s Guide to Etiquette.? ?A tip is something that we do to both acknowledge we appreciate good service and to assure that it will continue.??

That said, she?s not an advocate of holiday tipping everyone in sight. If you have a service done regularly, such as having your nails done or your shoes shined, and you typically tip after every visit, there?s no need to tip yet again at the end of the year, she advised.

Her general tipping guidance includes:

  • Not tipping the mailman or woman, or teachers, because in most cases they?re not supposed to take cash gifts
  • $20 for the trash collector
  • A week?s pay equivalent for people who do regular work for you such as your personal trainer, or a cleaning lady or gentleman

If you?ve always doled out the big bucks during the holiday and are embarrassed that you can?t be as generous this year, Mitchell recommends the honest approach. ?Most of us can afford to take a few minutes and write a handwritten note,? she noted. She suggested something like this: ?I hope you know how much all your good services have meant to me throughout the year. Just as soon as I get another job I will celebrate my prosperity with you.??

Such genuine communications, she maintained, will go a long way in developing those strong relationships with the people that make our lives better every day.?

Growing up, I always thought it was strange that our trashcan was the only one on our block that the sanitation crew moved from off the curb to the side of our house, even during snowstorms. As it turns out, a little generosity, and some Scotch, does go a long way.?

Defense Secretary Panetta makes unannounced Afghanistan trip (Reuters)

KABUL (Reuters) ? Defense Secretary Leon Panetta arrived in Kabul on Tuesday for an unannounced visit at a time of persistent violence and as the United States and its Western allies are reducing troop levels in Afghanistan.

Panetta's visit comes on the heels of bomb attacks on Shi'ite Muslim ceremonies in three Afghan cities. Afghan President Hamid Karzai said the attacks killed 80 people.

NATO commanders say that a "surge" of more than 30,000 U.S. troops in 2009-2010 helped push the Taliban out of some areas of its southern heartland.

But the United Nations and other groups say violence nationwide is at its worst since U.S.-backed Afghan forces toppled the Taliban from power in late 2001.

Afghanistan's future remains unclear as the government and its Western allies race to train and expand the national police and army while foreign troops start heading home.

The Obama administration plans to withdraw its surge troops by the end of next fall, leaving about 68,000 American soldiers.

Most foreign combat troops are expected to leave by the end of 2014, when the Afghan government is due to have complete control of security across the country.

The gradual transition to Afghan control began this summer, and a second phase announced late last month will mean more than half the population is living in areas where security has been handed over officially.

(AP) ? Former Utah Gov. Jon Huntsman is planning to have a town hall meeting in New Hampshire next weekend while his rivals participate in a debate in Iowa that ABC is to televise nationally.

Huntsman on Friday said he will meet with voters on Dec. 10 in New Hampshire, a state central to his political strategy. Huntsman has written-off Iowa and has spent neither time nor money there.

As a result, he was unlikely meet the qualifying threshold in Iowa of 5 percent in a poll of state caucusgoers or in a national poll.

Huntsman also has accepted an invitation to do a one-on-one debate with former House Speaker Newt Gingrich in New Hampshire. The two will meet in Windham for a Lincoln-Douglas-style debate with tea party activists on Dec. 12.

?Abstract? Last century,in order to use resources more efficiently and archive scale economy,more and more finance corporations used mixed operation and emerged between companies which ran different businesses.The national financial regulators also released the regulations on mixed operation,so it turned to be the main trend of the finance industry around the world.There are many different types of mixed operation,one of them is financial holding company,in this type of company,all the information and humane resources and capitals can be shared more efficiently,the company can avoid the defects when a corporation run several different businesses. Besides that,the computer and IT technology have developed so quickly that they can decrease the costs in data processing and information management which enhances the advantage of financial holding company in mixed operation.Because financial holding company has so many advantages,it became the best choice of finance companies which run mixed businesses in 20~th century,Taiwan finance industry also chose it.Taiwan finance industry reformed in the end of last century to get more freedom and market force.Though it had enhanced the vitality and competition of Taiwan finance industry,it brought some new problems,there were too many finance corporations which competed intensely and the whole profitability level of Taiwan finance industry was decreased.The Taiwan finance industry also faced very strong competition from foreign finance companies,so it needed to find a way to develop in the 21~st century,the most important attempt was turn separate operation into mixed operation.Taiwan authority decreed ?The law of financial holding company? in 2001, 13 finance companies applied and got the authority to establish financial holding company in the same year.But the effects of financial holding company is not so sure,different scholars get different results with different methods,this paper hope to analyze the efficiency of financial holding companies in Taiwan with DEA model and find a elementary result.Mixed operation is in the exploratory phase in Mainland of China,the experiences of financial holding companies in Taiwan are very useful for the developing of mixed operation in Mainland of China.In the paper,the first thing is a simple introduction of mixed operation and financial holding company,and a background analysis of financial holding company in Taiwan.After that,a profile of financial holding company in Taiwan is given and the features of financial holding company in Taiwan are also summarized which provide a platform for follow-up analysis.The key parts of this article is chapter four and chapter five,DEA model is used to analyze the efficiency of financial holding company in Taiwan.In the last part,you can find the appraisal of the efficiency of financial holding company in Taiwan and some investigates of its future develop direction.

Ken Cuccinelli: I Don't See A Lot Of Distance' Between Romney, Obama Health Plans

Virginia Attorney General Ken Cuccinelli, who hosted a Fox News forum with GOP presidential candidates Saturday night, said afterward that he was not convinced that Mitt Romney could differentiate his Massachusetts health care plan sufficiently from President Obama's.

Politico's David Catanese reports that in a post-event interview, Cuccinelli said, "I don't see a lot of distance there between him and the president" on the issue.

Romney, who was governor of Massachusetts from 2003 to 2007, has long drawn scrutiny from Republicans for instituting a state health care law in 2006 that imposed an individual mandate very similar to the one found in President Obama's overhaul, which passed Congress in 2010.

Saturday's forum was no different. Romney fielded a question about how he would answer a charge from Obama that that president's plan was based on Romney's.

Bloomberg reports:

?I sure look forward to that? exchange, Romney, 64, said. ?Do I like the bill overall? Yes. Am I proud of what we did for our state? Yes. But what the president has done is way beyond what we envisioned.?

Romney said while his measure only aimed to cover the 8 percent Massachusetts residents who lacked insurance, ?Obamacare is about taking over 100 percent of the people?s insurance in this country.?

Romney's healthcare plan extended insurance coverage to 98 percent of Bay State residents.

ASUS Transformer Prime pre-order page points to December 8th release date

We were expecting ASUS' Eee Pad Transformer Prime to hit the market sometime next month, but a new pre-order page on Newegg may have just revealed a slightly more specific date. Of course, the Tegra 3-packing tablet has already gone up for pre-order on a host of retail sites, but Newegg's listing is the first to peg December 8th for its release. Its $500 price tag also dovetails nicely with what we've previously heard, though ASUS has yet to weigh in with its official word.
